On 15 October 2025, Public Project held their Annual Conference 2025: Strengthening the constitution, formerly known as ‘Judicial Review Trends and Forecasts at HSF Kramer.
Chaired by Thalia Maragh, Allison Munroe KC spoke on the panel at the morning breakout session ‘Race, the state and public law’.
This session explored issues including progress since the early 2020s in accountability mechanisms, or the common law, to help ensure the state is anti-racist, and limitations & enablers of using public law to challenge race discrimination.
Co-panellists included Kehinde Adeogun of Black Equity Organisation, Dr Connie Sozi of Deighton Pierce Glynn and Dr Vidya Kumar of SOAS, University of London.

Allison has a mixed practice specialising in Family Public Law, Inquests/Inquiries, Crime and Mental Health. In all spheres of her work, she has focused upon acting for vulnerable clients with a particular emphasis on the protection of their civil liberties. Allison has extensive expertise and experience working on large scale Inquests and Public Inquiries of national and international importance, including Hillsborough Inquests, Grenfell Tower Inquiry and UK Covid-19 Inquiry. Allison is shortlisted for the Family Law KC of the Year Award at the Family Law Awards 2025, and was featured in COUNSEL magazine for ‘Black women silks: Breaking barriers’.

Thalia’s practice at the English Bar has been predominantly defending in serious crimes and acting for bereaved families in Article 2 inquests. Thalia acts for bereaved families in Article 2 inquests and is a leading junior in Inquests and Public Inquiries. Thalia’s practice at the English Bar has been predominantly criminal defence and civil liberties: defending in serious crimes and representing victims in inquest and public inquiries. Thalia also has a growing international practice, working with Indigenous groups in Kenya. She is a trustee of the Howard League.
