This event will explore the complexity of the Renters’ Rights Bill, soon to become the Renters’ Rights Act 2025, giving Housing practitioners a deep dive into new legislation and what it means for private renters’ rights.

The event will cover:

  • The ‘abolition’ of assured shorthold tenancies & s.21 ground for eviction, and fixed term tenancies (for periods of less than 21 years);
  • New and amended mandatory grounds for eviction, and potential defences;
  • Possession claims: procedure;
  • Prohibition of bidding wars, rent in advance; and on discrimination in letting to families with children or receipt of welfare benefits’;
  • Increased regulation of the private rented sector: Awaab’s Law, PRS Ombudsman, landlord database

Speakers

Liz Davies KC, Barrister, Garden Court Chambers 
Liz Davies KC specialises in all aspects of housing law, with a particular expertise in homelessness and allocation of social housing. She also practises in areas of community care and Children Act cases, particularly where accommodation might be an issue. Liz is the co-author of Housing Allocation and Homelessness (Luba, Davies, Johnston & Buchanan, LexisNexis, 6th ed, 2022). Liz acts as a consultant to the homelessness charity Crisis, and assisted in drafting the Homelessness Reduction Act 2017, amendments to the Domestic Abuse Bill relating to homelessness and Crisis’ draft legislation Homelessness and the Prevention of Homelessness (Covid-19 Response) Bill. Liz has also given evidence to the House of Commons Housing Communities and Local Government Select Committee on homelessness and the effect of Covid 19. She acted as consultant to the Renters’ Rights Coalition during the progress of the Bill. As a junior barrister, Liz was ranked as a “Star Individual” in social housing by Chambers UK and as a leading individual in social housing (Tier 1) by the Legal 500. She is ranked as a leading silk in social housing by the Legal 500 (Band 1) and social housing silks (Band 2) in Chambers and Partners.

Stephen Cottle, Barrister, Garden Court Chambers
Stephen Cottle is an expert in social housing, planning and property law. He has an established practice in housing and landlord and tenant covering most areas, including equality and discrimination issues, homelessness, possession claims including mortgage repossession, and housing standards and disrepair.
