Join us for the launch of Bail for Immigration Detainees’ new report: ‘No Accommodation, No Freedom: The Impact of Accommodation Delays on Release from Immigration Detention’. The report reveals that there are widespread and extreme delays in securing post-detention accommodation, resulting in detention being used solely for the purpose of accommodation – which is not a lawful justification for the deprivation of an individual’s liberty. BID will present the findings of the report, touching on the multiple, interacting factors causing the delays, the impacts of long delays on individuals, and a number of recommendations. This will be followed by a conversation with a panel of experts on the issue, including the Head of Public Law at Turpin Miller, BID’s Head of Legal Services and an individual with lived experience of accommodation delays

Greg Ó Ceallaigh KC, Barrister, Garden Court Chambers (Chair)
Greg Ó Ceallaigh KC is a barrister specialising in human rights, asylum and immigration, civil and public law. He is ranked in the Chambers UK Bar Guide 2025 and the Legal 500 2025 for immigration. Greg is highly experienced in immigration detention work and has represented detainees in detention claims at every level from the Administrative Court to the Supreme Court, as well as in civil actions for false imprisonment both in the County Court and the Queen’s Bench Division. He has contributed to several of the leading practitioners’ texts on the subject of immigration detention and is a LexisNexis Panel expert on false imprisonment.
Ines Graça, Head of Legal Services, Bail for Immigration Detainees
Ines is Head of Legal Services at Bail for Immigration Detainees. Prior to joining BID, Ines worked extensively on human trafficking and asylum cases. Since joining BID in 2022 as a Legal Manager, she has specialised in complex cases involving individuals separated from their families as a result of immigration detention. In her current role, Ines leads BID’s legal team, overseeing frontline casework and legal operations, and working to support strategic litigation challenges informed by BIDs casework data.
Tigs Louis-Puttick, Policy, Research and Parliamentary Officer, Bail for Immigration Detainees
Tigs is the author of the report and is BID’s Policy, Parliamentary and Research Officer. She conducts research using BID’s extensive evidence base from our frontline legal work, as well as working to influence government policy towards the long-term goal of ending immigration detention. Prior to working at BID, Tigs’ academic and research background has been focused on migration, particularly maritime migratory journeys, at the Universities of Cambridge (UK) and Harvard (US).
Ben Goldberg, Head of Public Law, Turpin Miller
Ben Goldberg is head of the public law team at Turpin Miller. He represents individuals in trafficking, accommodation and detention-related claims against the Home Office, as well as actions against other public bodies concerning accommodation and support for vulnerable individuals in the community.
