The Lampard Inquiry is investigating the circumstances surrounding the deaths of mental health inpatients under the care of NHS Trusts in Essex between January 2000 and December 2023. As part of its Terms of Reference, the Inquiry will consider, amongst other things:

  1. Serious failings related to the delivery of safe and therapeutic inpatient treatment and care;
  2. How and to what extent patients and their families were engaged with and involved in decisions in relation to their care;
  3. The culture and wider governance of and at the Trusts;
  4. Matters relating to physical and sexual safety within mental health inpatient units; and
  5. The quality and adequacy of any response by the Trusts in relation to concerns, complaints, investigations and reports.

At its July hearings, the Inquiry will hear oral evidence from 12 bereaved family members about their recollections and concerns about what happened to their relatives, as well as their recommendations for change.
