Garden Court barrister Raza Halim is a founding member of Project Pure Hope, and acts as a legal advisor.
The Prime Minister, on Friday 25 July 2025, announced that the Government has approved the proposal by Project Pure Hope for a scheme to medically evacuate 30 children from Gaza to the UK for life saving treatment, following twenty months of negotiation between Project Pure Hope (PPH) and the UK Government. Earlier this year, Project Pure Hope successfully negotiated and evacuated the first two children from Gaza to the UK for urgent, life-changing medical care – complex and delicate operations made possible entirely through charitable donations and the support of the private wings of UK hospitals. PPH expect this to build upon the blueprint and pathway already delivered successfully by PPH for Gazan children. This includes high-level negotiations and formal authorisations already secured by PPH from the World Health Organization (WHO), COGAT (the Israeli authority for coordination), and the Government of Jordan – paving the way for immediate implementation.
Raza Halim of Garden Court Chambers, along with a small group of doctors and health executives, is a founding member of PPH, a humanitarian initiative established to create a safe, legal, and medically-led pathway to bring critically ill and injured children to the UK for life-saving treatment.
In an interview with Sky News, Raza welcomed the Government announcement but impressed the need for speed:
“Time is absolutely of the essence. Twenty-eight children die every day in Gaza. I want to emphasise that these are avoidable deaths.”
We’re hopeful that the Government can follow through on the pathway that PPH has cleared. We have obtained all of the necessary clearances and assurances…So evacuations can take place immediately.”
“The critical point to mention about all of this is not just the treatment they require, but I want to focus on the pain that delay incurs. If you have ever heard the scream of a child having an amputation without any anaesthetic, or a child who is four years old who is sitting on a bed with fourth degree burns, their eyelids are burned, and there’s not even a sheet of paracetamol that you can give to them, you don’t forget that.
“We are glad that the UK Government has finally agreed to the proposal that we have mapped out.”
